The Coronavirus Relief SC Project, funded by the U.S. Department of Commerce, Minority Business Development Agency’s Coronavirus Response and Relief Award is managed by DESA, Inc. under the leadership of its founder and President, Diane E. Sumpter.
The totality of the economic devastation caused by the COVID-19 pandemic has yet to be fully realized. The Biden Administration recognized the necessity for continued support to help small businesses through these difficult times—especially minority-owned small businesses. Biden’s American Rescue Plan Act (ARPA) gave rise to the 2021 Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA).
Through funding for this program, our Coronavirus Relief SC Project is making strides to help minority-owned businesses, not just in urban areas, but in rural and economically distressed communities as well.
Our goal (and mandate) with this project is to assist, statewide, as many minority-owned businesses as possible, especially those in rural and economically impacted communities. At no charge to the businesses, we are offering services and guidance to help in the following areas:

Over the next year, we plan to help as many small, minority-owned businesses as we can, at no charge, as work to help their businesses grow.
